Recently, in the context of tariff settings between the United States and Taiwan, we've heard of a less common term: "Section 232 measures." Let's briefly understand its main purpose.

This legislation is based on Section 232 of the U.S. Trade Expansion Act of 1962. It establishes measures based on investigations and subsequent determinations of whether the importation of specific products affects U.S. national security. If the investigation determines that the imported product poses a threat to U.S. national security, the U.S. President has the discretion to take adjustment measures against the importation of that product, including raising tariffs, setting quotas, or taking other non-trade measures.

232 Key Measures and Progress from 2025 to 2026

Semiconductors and AI Chips: Starting January 15, 2026, a 25% tariff will be imposed on imported semiconductors, related equipment, and derivative products, focusing on high-end AI chips (such as the NVIDIA H200).

Steel and Aluminum and Derivatives: Starting March 2025, a 25% tariff will be imposed on steel and aluminum from multiple countries, with some products increasing to 50% by mid-2025.

Timber and Furniture: In October 2025, tariffs of 10%-25% will be imposed on softwood logs, upholstered wood products, and kitchen cabinets, with plans to further increase tariffs in 2027.

Scope of Impact: In addition to steel and aluminum, ongoing investigations cover copper, timber, semiconductors, pharmaceuticals, and auto parts, indicating that the United States is expanding its definition of "national security" to include key economic and technological sectors.

Impact on Taiwan and Responses

Industry Impact: Due to Taiwan's crucial position in the global semiconductor supply chain, the Section 232 tariffs directly affect Taiwanese manufacturers. Some Taiwanese manufacturers with facilities in the US or those using specific applications (such as data centers) may be exempt.

Countermeasures: The government continues to monitor US tariff policies and has proposed short-, medium-, and long-term strategies to reshape the global landscape and enhance industry resilience.
